In November of 2023, the city council of Aspen, Colorado, voted unanimously to establish an ordinance that included, among other things, light trespass regulations that restrict how much light can extend beyond the boundaries of a given property between the hours of 10 pm and 7 am. The ordinance incorporates some of the recommendations of the International Dark Sky Association, which is working toward mitigating light pollution’s harmful effects on humans (e.g., disrupted sleep, increased risk of disease and depression) and wildlife (e.g., interrupted migration patterns).
Light pollution has been a growing area of concern across the country. In fact, over a dozen states have enacted “dark skies” legislation in an effort to increase energy conservation, protect human and wildlife health, and promote public safety measures. Many of these regulations include recommendations about installing shielded light fixtures that shine light downward, using warm lighting, which is closer to natural lighting, choosing lower-wattage lighting options, and setting light curfews that restrict the amount of time that certain lighting can be used.
What Can You Do to Decrease Light Pollution?
Although Aspen’s light trespass regulations might inspire other cities to follow suit, especially in areas that have been adversely affected by light pollution, it’s impossible to predict with any certainty since public opinion and local government priorities vary widely across states.
Whether or not your local government enacts dark skies legislation like a light curfew, there are steps that you can take to help decrease light pollution with your own outdoor lighting.
Use Timers or Motion Sensing Lights
Even if there is not a light curfew in your area, you can set your own by using timers on your lights so they will automatically shut off at a given time. Incorporating smart technology can make setting timers even easier through an app on your smartphone.
Installing motion-sensing lights, especially on the outer perimeter of your property, is another way to conserve energy and minimize light pollution. With both of these options, the lights will only be on when you need them, which will also save you money in energy costs.
Direct Light Only Where it’s Needed
By using shielded light fixtures and focusing the light only where it is needed (using downlighting or uplighting techniques), you can avoid creating hot spots of light in your yard or on your home. Carefully directing the light will also help control light spill, which can be disruptive to nocturnal wildlife and migrating birds.
